Procurement rules
On January 1, 2026, the changes to the rules and procedures for government procurement enter into force. The Government of Aruba and the Department of Finance will implement the amended national ordinance (i.e. Aanbestedingsverordening) and national decree (i.e. Aanbestedingsbesluit) for public procurement.
The updates in procurement rules and procedures provide greater flexibility, better implement previously made decisions, comply with the general principles of procurement law, and include additional rules for execution. The new legislation is expected to increase transparency, ensure fair and competitive trade, and enhance accountability in the use of Aruba’s financial resources.
Among other obligations, the government is required to publish on www.gobierno.aw:
- when a public procurement is announced;
- who the winning bid of the public procurement is;
- the ministerial decree when deviating from the procurement procedure, including the legally required justification;
- purchases of products and/or services with a value of Afl. 25,000 or more acquired through procurement.
